(i) The promotion of recreational facilities, or the organisation of recreational activities, with objects of improving the conditions of life for the persons whom the facilities are intended through the organisation of cultural and leisure activities to enhance the quality of life, including for those who have need of them but cannot or have limited access because of socio-economics disadvantage.
