Description

(2) To provide (or to assist in the provision of) recreational facilities particularly within the Operating Area, and organise (or to assist in the organisation of) recreational activities particularly within the Operating Area, with such facilities/activities being available to members of the public at large a d o r those who, by reason of their youth, age, infirmity or disablement, poverty or social and economic circumstances, have need of such facilities with the object of improving their conditions of life.
