3.1 The Association is established to relieve poverty, to advance education and to promote the preservation and protection of health among people aged 60 or over (hereinafter called "the beneficiaries") in East Belfast and Castlereagh ("the area of benefit") and in particular: (a) to provide facilities in the interests of social welfare for the education, recreation and leisure-time occupation of the beneficiaries who by reason of social or economic circumstances have need of such facilities.
