Description

(a) to maintain preserve and exhibit for the benefit of the nation the said barge 'phoenician' and any other coastal sailing barges of the type peculiar to the thames estuary or the river orwell in any of the traditional variations of its hull and rig with or without auxiliary motive power (hereinafter called 'vessels') and the equipment and furnishings thereof and historical building and relics relating thereto- (b) to make available such vessel for the purpose of the instruction of all classes of physically handicapped persons and students and other young persons in the principles of discipline loyalty and good citizenship by means of educational cruises and instruction in seamanship.
